Prof. Julian Ku Discusses War Powers Under the Constitution at New York City Bar Program

Julian Ku, Maurice A. Deane Distinguished Professor of Constitutional Law, Faculty Director of International Programs

On April 21, 2015, Julian Ku, the Maurice A. Deane Distinguished Professor of Constitutional Law, was a panelist for “A President at War: A Discussion Exploring the War Powers of the Executive Branch and the Role of Congress in Authorizing Military Operations,” a program sponsored by the New York City Bar Association’s Task Force on National Security and the Rule of Law.

The program examined “the legal framework surrounding the use of military force abroad, including the President’s power to conduct military operations without additional congressional authorization.” It also included “a discussion of how the legal framework affects the ability of U.S. special operations forces and conventional warfighters to confront effectively emerging threats and rapidly changing events.”

The event, originally scheduled for Jan. 26 but postponed because of inclement weather, was held at the City Bar. It was also broadcast on C-SPAN.
